Repeals obsolete statutory provisions related to the Colorado Department of Public Health and Environment's statewide emergency medical and trauma care system.

Eliminates the requirement that the State Board of Health cooperate with the Department of Personnel in adopting criteria for adequate communications systems in regional emergency medical and trauma system plans.

Retains the Department's authority to develop, implement, and monitor the statewide emergency medical and trauma care system in accordance with rules adopted by the state board.

Preserves the Department's ability to contract with public or private entities for education, statewide trauma registry, and verification processes.

Takes effect August 2, 2019, unless a referendum petition is filed, in which case it requires approval by voters at the November 2020 general election.
