Amends Colorado Revised Statutes 25-11-105 to clarify that members of the Radiation Advisory Committee ARE reimbursed for necessary and actual expenses incurred in attending meetings or conducting authorized committee business.

Changes references from "board" to "committee" in the statute to reflect consistent terminology.

Clarifies that committee members serve at the discretion of the governor and receive expense reimbursement as a matter of existing law rather than discretionary benefit.

Takes effect August 2, 2019, unless a referendum petition is filed, in which case it becomes effective only upon voter approval at the November 2020 general election.
