Adds a three-year statute of limitations for prosecuting mandatory reporters who fail to report child sexual abuse under Colorado Revised Statutes 19-3-304(5).

Applies to cases where a mandatory reporter had reasonable cause to know or suspect a child was subjected to unlawful sexual behavior or observed circumstances that would reasonably result in such behavior.

Other failure to report child abuse cases not involving sexual behavior remain governed by the standard statute of limitations in Section 16-5-401.

The law applies only to offenses committed on or after the bill's effective date.

Declared necessary for immediate preservation of public peace, health, and safety.
