Requires executive agencies to obtain additional statutory authorization from the legislature to amend or reinterpret existing rules, unless the rule is expiring or has been rendered illegal by court decision or changes to state or federal law.

Allows agencies to repeal existing rules without obtaining additional statutory authority.

Makes any rule that an agency promulgates or reinterprets without complying with this requirement void.

Exceptions to the additional authorization requirement include rules expiring through the annual rule review bill and rules amended due to constitutional or legal determinations documented in the statement of basis and purpose.

Takes effect August 2, 2019 (or upon voter approval in November 2020 if subject to a referendum petition) and applies to rules promulgated or reinterpreted on or after the effective date.
