• State department and early childhood leadership commission must create a strategic action plan by December 1, 2019 to address the decline of family child care homes and infant child care availability in Colorado.

• Plan must include state-specific research on shortages, obstacles to licensing, reasons providers close businesses, barriers to infant care provision, building/zoning/tax law impacts, licensing requirements analysis, public investment effectiveness, and resource gaps.

• State department must consult with family child care providers, child care centers, educators, counties, municipalities, zoning professionals, early childhood councils, business organizations, advocacy groups, and parents when developing recommendations.

• Strategic action plan must identify recommendations with stakeholder support and indicate the extent of support for each recommendation within the plan.

• Plan automatically repeals July 1, 2020, and anticipated implementation cost is $50,688 in federal funds for fiscal year 2019-20.
