SB19-068 Summary

• Expands the definition of "electioneering communication" to include communications distributed between the primary election and general election that meet all other constitutional requirements.

• Requires persons expending $1,000 or more annually on electioneering communications to disclose the name of the person making the communication in accordance with section 1-45-107.5(5).

• Mandates disclosure to the secretary of state of amounts expended on electioneering communications and names, addresses, occupations, and employers of contributors giving more than $250 per year.

• Takes effect August 2, 2019, or 90 days after final adjournment of the general assembly, unless subject to a referendum petition requiring approval by voters in the November 2020 general election.

• Applies to any election cycle or calendar year portion remaining after the effective date and to all subsequent election cycles and calendar years.
