SB 19-069: Nonpublic Schools' Authority to Operate Teacher Development Programs

• Adds "nonpublic school" definition to Colorado education code as any independent or parochial school providing basic academic education, with explicit statement that state and local school boards have no jurisdiction over their internal affairs.

• Expands eligibility of nonpublic schools to operate alternative teacher programs, induction programs, and principal authorization programs by including them as designated agencies and authorized employers throughout teacher licensure statutes.

• Allows nonpublic schools to employ teachers under alternative teacher licenses, initial and professional licenses, and to participate in mentoring and induction programs for initial teacher licensees, principals, and administrators.

• Exempts nonpublic schools from performance evaluation requirements under section 22-9-106, though the state board may require periodic evaluations of individuals in induction or alternative preparation programs to verify quality standards.

• Effective August 2, 2019, subject to referendum petition, with approval by voters required at November 2020 election for final implementation.
