Amends Colorado Revised Statutes 24-33-108 to update statutory language authorizing the Department of Natural Resources to receive gifts, grants, and donations of money or property.

Replaces archaic term "devises" with "grants" and "donations" throughout the statute to modernize language while maintaining the same legal meaning and authority.

Clarifies that the department may hold, invest, sell, expend, or exchange donated funds or property for the benefit of the department and public, as specified in the section.

Renames the receiving fund from "Colorado natural resources foundation fund" to "Colorado natural resources gifts, grants, and donations fund" and specifies that donations must not diminish existing departmental appropriations.

Takes effect August 2, 2019, unless a referendum petition is filed by voters, in which case it requires voter approval at the November 2020 general election.
