Establishes a comprehensive bill of rights for persons under legal guardianship, codified as Colorado Revised Statutes 15-14-320

Grants protected persons the right to legal representation before and during guardianship, notice of all proceedings, copies of documents, and ability to have family members or interested parties speak on their behalf

Protects personal autonomy rights including participation in care planning, independence preferences, freedom of movement, voting, marriage, employment, privacy, communications, and control of personal finances

Requires protected persons receive fair treatment, dignity, timely healthcare, reasonable guardian compensation subject to court review, and prudent financial management with detailed accounting

Mandates all Colorado courts make the bill of rights readily available to the public, maintain copies for distribution, and post it in courtrooms (12-point minimum type) and on court websites
