State archivist must develop and implement a plan for permanent public display of the original Colorado Constitution draft inside the state capitol building by January 1, 2020

Plan requires approval from the state capitol building advisory committee and capital development committee following criteria and procedures for other capitol building displays

Display may include other objects and educational materials related to the adoption and history of the Colorado Constitution

State archives remains legal custodian responsible for construction, maintenance, protection, and preservation of the document, with authority to remove it periodically for restoration or temporary secure displays

State archives may accept bequests, gifts, and grants from private or governmental sources in addition to appropriations to implement the display
