Establishes legislative findings that the Department of Transportation's hourly-rate payment model for consulting engineers creates financial incentives misaligned with quick and efficient project completion, unlike general contractors who must submit fixed bids with performance deadlines.

Requires the Efficiency and Accountability Committee to study and report on consulting engineer procurement practices, including fixed bid implementation, quality assurance processes, and incentives for early project completion and timely problem resolution.

Directs the committee to investigate the "revolving door" of retired CDOT employees working for consultants and to examine project staffing implementations per the department's 2015 work plan for consistent construction project administration.

Requires the Department of Transportation to annually report to the legislature's joint committees of reference regarding the committee's findings, recommendations, and the department's position on those recommendations.

Removes the standing efficiency and accountability committee from the July 1, 2019 sunset review date in Colorado Revised Statutes, effectively extending its authorization pending future review.
