• Establishes a process at the Colorado Public Utilities Commission (PUC) allowing electric utilities to file applications for transportation electrification programs every three years beginning May 15, 2020.

• Permits electric utilities to invest in charging infrastructure, fleet electrification, rate designs for grid-supportive charging, and customer education programs, with the goal of minimizing costs and maximizing benefits.

• Allows utilities to earn a return on equity at their weighted average cost of capital for transportation electrification investments and use rate adjustment clauses for earlier cost recovery.

• Caps the retail rate impact from electric vehicle infrastructure development at one-half of one percent of the utility's total annual revenue requirements.

• Requires that electrical work on customer-side charging equipment be performed by licensed electricians and that utility-owned infrastructure projects utilize union apprenticeship programs, with certain exceptions for design, engineering, and management functions.
