• Creates net neutrality requirements disqualifying internet service providers from receiving Colorado state broadband deployment grants if they block lawful content, engage in paid prioritization, throttle bandwidth, or fail to disclose network management practices.

• Requires providers that have engaged in prohibited practices (as determined by federal agency orders, settlements, or court judgments) to refund money received from state high-cost support mechanisms within the previous 24 months.

• Directs the Broadband Deployment Board to periodically review Federal Trade Commission and FCC websites to identify applicants and grantees subject to federal enforcement actions related to open internet violations.

• Requires the Attorney General to develop written guidance by October 1, 2019, for consumers filing complaints with the Federal Trade Commission about internet service provider violations of federal open internet law.

• Mandates that governmental bodies contracting for broadband internet access service give preference to providers that certify they will not engage in practices that interfere with the open internet.
