Repeals obsolete statutory provisions from Colorado Revised Statutes 25-1-108(1)(c)(VI) relating to the state board of health's authority over emergency epidemic preparedness standards.

Removes the state board of health's authority to adopt rules establishing standards for hospitals, acute care facilities, county/district/municipal public health agencies, trauma centers, area trauma advisory councils, and managed care organizations to prepare for emergency epidemics declared as disaster emergencies.

Eliminates the board's requirement to investigate suspected emergency epidemic cases as part of emergency preparedness standards.

Takes effect 90 days after final adjournment of the general assembly (August 2, 2019, if adjournment occurs May 3, 2019), unless a referendum petition is filed, in which case approval by voters at the November 2020 general election is required.
