Removes the requirement that the State Board of Health supervise air quality control programs and their administration and enforcement policies.

Eliminates statutory provisions related to the Air Pollution Variance Board created under prior law and its actions, orders, and determinations.

Eliminates statutory provisions related to the Air Quality Hearings Board and its actions, orders, and determinations.

Declares that repealing these obsolete provisions does not alter the scope or applicability of remaining air quality statutes.

Takes effect 90 days after final adjournment of the general assembly (August 2, 2019) unless subject to a referendum petition, in which case it requires voter approval at the November 2020 general election.
