• Enacts the 2018 amendments to the "Revised Uniform Law on Notarial Acts," authorizing notaries public to perform notarial acts for individuals not physically present using communication technology.

• Requires remote notarizations to use electronic systems conforming to standards established by the Secretary of State, including audio-video recordings retained for at least 10 years.

• Establishes identity verification standards allowing notaries to rely on personal knowledge, credible witness testimony, or at least two different types of identity proofing to confirm the remotely located individual's identity.

• Permits notaries to certify that tangible copies of electronic records are accurate copies and allows county clerks and recorders to accept such certified tangible copies for recording.

• Takes effect 90 days after final adjournment of the general assembly (August 2, 2019), unless a referendum petition is filed, in which case approval by voters at the November 2020 general election is required.
