Clarifies that educational services approved by bona fide trade, business, professional, or fraternal organizations are exempt from regulation by the private occupational school division in the Department of Higher Education.

Specifies that the exemption applies to educational services offered either directly by the organization or by an instructor approved by the organization.

Changes language from "education offered" to "educational services approved" to broaden the scope of the exemption.

Takes effect 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly (August 2, 2019, if adjournment sine die is on May 3, 2019).

Subject to referendum petition; if challenged, the act will not take effect unless approved by voters at the November 2020 general election.
