• Amends Colorado Revised Statutes 42-4-306 to prohibit the state commission from denying emissions compliance certification solely because a check engine light is illuminated on a vehicle's dashboard

• Maintains existing requirements that emissions control equipment must be present, intact, and operational, and that vehicles cannot emit visible smoke

• Clarifies that repairs must be appropriate and address the reason for emissions failure, independent of check engine light status

• Takes effect August 2, 2019, unless subject to referendum petition, in which case effectiveness depends on approval by voters at the November 2020 general election
