Repeals the requirement for annual reporting on higher education funding formula implementation, effective July 1, 2021.

Establishes a new five-year review cycle beginning in 2019, with reports due by November 1, 2019, and every five years thereafter to the Governor, Joint Budget Committee, and education committees.

Requires the commission and department to convene meetings with interested parties, analyze identified issues, engage with institutions to build consensus, and develop recommendations for changes to the funding formula.

Makes the reporting requirement permanent and exempt from the standard sunset provision in Section 24-1-136.

Repeals previous language requiring the commission to submit tuition policy recommendations by November 1, 2015.
