SB19-096 Summary

• Requires the Colorado Air Pollution Control Commission to adopt rules by June 1, 2020 mandating greenhouse gas-emitting entities to monitor and publicly report their emissions to support the state's greenhouse gas inventory and emission reduction goals.

• Mandates the Division update a statewide greenhouse gas emissions inventory by sector at least every two years (potentially annually), with forecasts required for 2025, 2030, 2035, 2040, and 2045, using 2005 as the baseline year for measuring progress.

• Requires electric service providers to track and report emissions from all generation sources within and outside Colorado that supply electricity to customers in the state.

• Directs the Commission to publish a notice of proposed rulemaking by July 1, 2020 for rules implementing cost-effective measures to meet Colorado's greenhouse gas reduction goals, including reducing statewide emissions 26% below 2005 levels by 2025 and reducing electricity sector carbon dioxide emissions 25% below 2012 levels by 2025.

• Appropriates $265,589 to the Department of Public Health and Environment for the 2019-20 fiscal year to fund 3.1 additional full-time employees needed to implement the act.
