Requires Colorado's medical assistance program to reimburse critical access hospitals and sole community hospitals for outpatient services using 100% of actual costs, effective on or before September 1, 2019.

Mandates the Department of Health Care Policy and Financing to convene a stakeholder group including hospital executives, financial officers, and network representatives to establish cost-based reimbursement methodology elements and implementation procedures prior to implementation.

Makes a conforming amendment to reference the new cost-based reimbursement system alongside existing hospital reimbursement rate processes in statute.

Declares the act necessary for immediate preservation of public peace, health, and safety.
