Adds definition of "community school" to Colorado law, requiring annual asset and needs assessments engaging at least 75 percent of families, students, and educators in the community.

Mandates community schools establish strategic plans with problem-solving teams dedicated to continuous improvement and define how educators and community partners use available assets to meet student needs.

Requires community schools to engage partners who bring assets and expertise to implement school goals, and designate a school staff member as community school coordinator.

Allows public schools to include operation as a community school as an innovation option within their innovation plans submitted to local school boards.

Takes effect August 2, 2019, unless subject to a referendum petition, in which case approval by voters in November 2020 election is required for implementation.
