Extends Department of Public Health and Environment jurisdiction to license and regulate ambulatory surgical centers and office-based facilities performing outpatient procedures such as liposuction and radiation treatments.

Defines "ambulatory surgical center" as a facility performing medically necessary surgery, elective surgery, radiological treatment or chemotherapy for cancer, or other State Board of Health-specified procedures on patients without hospitalization and without anticipated post-operative observation exceeding 24 hours.

Includes practitioner private offices and treatment rooms where regulated procedures are regularly performed, as well as facilities contained in or adjacent to and under common ownership with an ambulatory surgical center.

Authorizes State Board of Health to establish licensure and renewal fees, specify types or subcategories of ambulatory surgical centers, and allows Department to assess penalties for noncompliance after licensees have opportunity to correct violations.

Takes effect January 1, 2020, subject to referendum petition and approval by voters in November 2020 if challenged.
