Amends the FY 2018-19 appropriations to the Department of Local Affairs by modifying Part XII of HB 18-1322, effective July 1, 2018.

Appropriates a total of $315,449,996 across multiple fund sources including General Fund ($31,202,676), cash funds ($186,047,459), and reappropriated funds ($12,086,460).

Allocates funds to four major divisions: Executive Director's Office ($8,763,561), Property Taxation ($3,768,122), Division of Housing ($109,087,475), and Division of Local Government ($193,830,838).

Includes significant appropriations for local government services including $100 million for Local Government Mineral and Energy Impact Grants, $50 million for Conservation Trust Fund disbursements, and $4.9 million for Limited Gaming Impact Grants.

Contains a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
