Amends the fiscal year 2018-2019 appropriation to the Colorado Department of Transportation with a total supplemental appropriation of $1,827,788,544.

Allocates funding across eight departmental divisions including Administration ($35,908,390), Construction/Maintenance/Operations ($1,579,691,304), High Performance Transportation Enterprise ($19,148,850), and Statewide Bridge Enterprise ($116,240,000).

Establishes funding for specialized programs including First Time Drunk Driving Offenders Account ($1,500,000), Marijuana Impaired Driving Program ($950,000), Southwest Chief Rail Commission ($2,600,000), and Multimodal Transportation Options Fund ($71,750,000).

Appropriates funds from multiple sources including State Highway Fund, federal funds, cash funds, and special revenue funds.

Designates $2,500,000 from Southwest Chief Rail Commission funding to remain available through the end of fiscal year 2020-2021 and $71,750,000 from Multimodal Transportation Options Fund to remain available through fiscal year 2022-2023.
