• Establishes that the Department of Education must determine whether a newly authorized multi-district online school is a new school or a successor to a previously authorized school, with authorizers allowed to appeal this determination to the State Board within 30 days.

• Requires online schools on performance watch that change authorizers or become successor schools to remain on performance watch under the new authorizer as if no authorizer change occurred.

• Specifies that online schools closed due to performance actions must reapply for certification before operating again, regardless of whether authorized by the same or different authorizer.
