CO SB139

Authorizes the Colorado Department of Revenue to issue identification documents to individuals who are not lawfully present in the state on a permanent basis.

Requires the department to establish at least 8 geographically distributed offices issuing identification documents by January 1, 2020, increasing to at least 10 offices by July 1, 2020.

Appropriates $1,737,800 to the Department of Revenue for the 2019-20 fiscal year from the licensing services cash fund, including funding for 21.6 additional full-time employees.

Allows the department to impose additional fees to cover direct and indirect costs of implementing the identification document program, with fees transferred to the licensing services cash fund.

Designates the act as necessary for immediate preservation of public peace, health, and safety under the safety clause.
