Authorizes creation of entertainment districts within counties and unincorporated county areas, in addition to municipalities and cities and counties.

Expands the definition of premises that can qualify for entertainment district designation to include "optional premises" in addition to limited wineries and lodging and entertainment facilities.

Permits optional premises licensees to attach to common consumption areas by submitting applications to local licensing authorities, subject to approval from certified promotional associations.

Takes effect on August 2, 2019, unless a referendum petition is filed, in which case the act requires approval by voters at the November 2020 general election.
