SB 19-144 Summary

• Amends Colorado Revised Statutes 42-4-612 to allow motorcycle drivers to proceed past traffic control signals that do not recognize motorcycles, in addition to signals that are inoperative or remain on steady red or steady yellow during multiple cycles.

• Requires motorcycle drivers encountering non-responsive signals at intersections to follow provisions controlling entrance from a stop sign, as if proceeding at a stop sign.

• Allows drivers to proceed past malfunctioning signals at non-intersection locations with caution, treating the signal as a flashing yellow light.

• Takes effect August 2, 2019, unless a referendum petition is filed within 90 days of final adjournment, in which case approval by voters at the November 2020 general election is required.
