Repeals the September 1, 2019 scheduled repeal of dialysis treatment clinic and hemodialysis technician regulation under Colorado Revised Statutes section 25-1.5-108.

Extends the sunset date for dialysis regulation to September 1, 2026, making the function subject to legislative review under the regulatory agency review process.

Changes terminology from "registered nurse" to "licensed professional nurse" in requirements for hemodialysis technician supervision and training program oversight.

Requires the Department of Public Health and Environment to continue licensing dialysis treatment clinics and verifying hemodialysis technician credentials through national credentialing programs.

Act takes effect August 2, 2019, unless a referendum petition is filed, in which case it requires voter approval in the November 2020 general election.
