Extends the sunset date for Department of Public Health and Environment regulation of home care agencies and home care placement agencies from September 1, 2019 to September 1, 2028.

Redirects civil penalties collected from home care agencies (up to $10,000 per violation) from a dedicated home care agency cash fund to the state's general fund.

Removes the requirement that civil penalties be used for specific purposes including continuing monitoring, education for agencies and consumers, technical assistance, and transition assistance for home care consumers.

Adds representatives of home care placement agencies to the home care advisory committee that makes recommendations on rules and licensing implementation.

Takes effect August 2, 2019, unless subject to a referendum petition, in which case it requires approval by voters in the November 2020 general election.
