Repeals the September 1, 2019 sunset date for the seed potato advisory committee created in section 35-27.3-107, C.R.S., allowing the committee to continue operating.

Changes one advisory committee member position from a department employee to a non-seed potato grower with operation located in Area No. 1, Area No. 2, or Area No. 3 as defined in the Colorado Agricultural Marketing Act of 1939, with preference for Area No. 1.

Removes the requirement that one of two Colorado Certified Potato Growers Association members must be the sitting president of that association.

Eliminates the special two-year initial appointment terms for certain committee members, standardizing all future appointments to three-year terms with unlimited reappointment eligibility but no more than two consecutive terms.

Takes effect 12:01 a.m. the day following the 90-day period after legislative adjournment (August 2, 2019, if sine die is May 3, 2019), subject to referendum petition provisions requiring voter approval at the November 2020 general election.
