Extends the Colorado Human Trafficking Council's sunset date from September 1, 2019 to September 1, 2024 by moving its repeal authorization in the sunset review statute.

Increases council membership from two to four former victims of human trafficking, with two representing involuntary servitude victims and two representing sexual servitude victims, all appointed by the governor.

Adds two new council member positions: a representative of a statewide domestic violence coalition and a representative of a labor trafficking organization or individual with extensive labor trafficking advocacy experience, both appointed by the governor.

Establishes differentiated term lengths for council members, with positions appointed under subsections (1)(b)(I) through (IV), (XXII), and (XXIII) serving three-year terms after the bill's effective date, while other members serve four-year terms.

Expands the council's duty to identify best practices for prevention of all forms of human trafficking, including but not limited to child sex trafficking and involuntary servitude trafficking.
