Continues the Colorado State Advisory Council for Parent Involvement in Education by extending its sunset date from July 1, 2019 to September 1, 2024

Restructures council membership by changing parent representation from five persons (including two from school accountability committees) to one person from each congressional district who is a parent of a child in public preschool, K-12, or higher education, with four members required to serve on school accountability committees

Requires the state board to consider student populations that are significantly represented in the state when making appointments pursuant to the revised membership structure

Implements recommendations from the 2018 sunset report by the Department of Regulatory Agencies

Appropriates $2,000 to the Department of Education from the general fund for the 2019-20 fiscal year to support accountability and improvement planning
