Removes the river outfitter advisory committee from the list of statutory authorizations scheduled to repeal on September 1, 2019, thereby continuing the committee's operation.

Repeals the sunset provision in section 33-32-110, C.R.S. that would have ended the advisory committee effective July 1, 2019.

Implements recommendations from the 2018 sunset review report issued by the Department of Regulatory Agencies regarding the river outfitter advisory committee.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
