Extends the repeal date of the Cold Case Task Force from September 1, 2019 to September 1, 2026, allowing the task force to continue operations for seven additional years.

Requires the Department of Regulatory Agencies to review the task force before its repeal in accordance with section 24-34-104 sunset review procedures.

Removes the Cold Case Task Force from the September 1, 2019 repeal schedule under section 24-34-104(17)(a)(V) and adds it to the September 1, 2026 repeal schedule under section 24-34-104(27)(a)(X).

Implements recommendations from the 2018 sunset report by the Department of Regulatory Agencies regarding the Cold Case Task Force.

Becomes effective August 2, 2019, unless a referendum petition is filed, in which case it requires approval by voters at the November 2020 general election.
