Extends the repeal date of in-home support services under the Colorado Medical Assistance Act from September 1, 2019 to September 1, 2028.

Removes in-home support services from the September 1, 2019 repeal schedule in the regulatory agency sunset review process and adds it to the September 1, 2028 repeal schedule.

Expands the definition of "eligible person" for in-home support services to include individuals enrolled in any Article 6 home- and community-based services waiver program for which in-home support services are authorized under state and federal law, rather than limiting eligibility to three specific programs.

Repeals the requirement for the state department to develop and report on a plan to expand in-home support services to additional client populations by March 1, 2015.

Takes effect 90 days after final adjournment of the 2019 legislative session, unless subject to a voter-approved referendum petition requiring approval in the November 2020 general election.
