Creates a Colorado Professional Fire Fighters special license plate available for motorcycles, passenger cars, trucks, and noncommercial recreational motor vehicles not exceeding 16,000 pounds empty weight.

Applicants must be current or former professional fire fighters who donate to and maintain membership in good standing with a designated Colorado nonprofit organization meeting specified criteria (headquartered in Colorado, at least 20 years old, minimum 3,000 Colorado members, tax-exempt, and providing aid to fire fighters).

The designated organization must use donations to directly support fire fighters, first responders, and their families, and must file annual statements accounting for collection and use of funds.

Imposes a one-time $25 fee for issuance or replacement of the license plate, in addition to regular motor vehicle license fees, with the additional fee credited to the Highway Users Tax Fund.

Appropriates $56,364 to the Department of Revenue for the 2019-20 fiscal year ($51,864 from license plate cash fund and $4,500 from Colorado DRIVES vehicle services account) to implement the program.
