SB 19-168 Summary

• Postpones expiration of rules scheduled for May 15, 2019, for 17 principal state departments (agriculture, corrections, education, health care policy and financing, higher education, human services, labor and employment, law, local affairs, military and veterans affairs, natural resources, personnel, public health and environment, public safety, regulatory agencies, revenue, state, and transportation) that were adopted or amended between November 1, 2017 and November 1, 2018.

• Excludes specific rules from extension in departments of education, human services, labor and employment, public safety, and revenue, as identified by the Committee on Legal Services.

• Postpones expiration of all rules for the public employees' retirement association and board of equalization scheduled for May 15, 2019.

• Specifies that Committee on Legal Services recommendations apply only to rules as originally considered; amendments effective before November 1, 2018 that comply with recommendations are not affected, and any changes after November 1, 2018 are not affected by this act.

• Declares the act necessary for immediate preservation of public peace, health, and safety.
