SB19-169 Summary

• Requires major information technology projects submitted for state funding in 2020-2021 and thereafter to include written business cases containing business need descriptions, budgets, operational impact estimates, available options, benefits with timeframes, risk analyses, and change management assessments.

• Mandates the Office of State Planning and Budgeting establish project baseline metrics (scope, schedule, budget, quality) for each major IT project, with contractor work prohibited until metrics are developed and approved by the relevant state agency.

• Requires quarterly status reports to the Joint Technology Committee tracking performance indicators against established baseline metrics, including budget and actual spending, with underperforming projects placed on an enhanced monitoring list.

• Requires state agencies to develop and implement comprehensive change management plans for major IT projects, including stakeholder analysis, change risk assessment, primary sponsors, program approach, and work plans for communication, training, and resistance management.

• Authorizes the Office to create a public-facing data visualization tool displaying performance indicators and analysis for major IT projects, and to notify relevant state agencies of recommended corrective actions when projects fail to meet established metrics.
