SB 19-171 Summary

• Creates the Colorado State Apprenticeship Resource Directory to be established by the Department of Labor and Employment by January 1, 2020, with annual updates.

• Requires apprenticeship programs to submit nine categories of information including program name, contact details, industry description, licensing credentials offered, program duration/hours, enrollment numbers, completion rates, graduate compensation, and application requirements.

• Mandates the department promote the directory through prominent website posting, notifying workforce development boards, informing educational institutions (high schools, community colleges, universities), and requesting private industry associations disseminate information.

• Appropriates $25,507 from the general fund for the 2019-20 fiscal year to the Department of Labor and Employment's Division of Employment and Training, based on 0.4 additional FTE.

• Takes effect August 2, 2019, unless subject to a referendum petition, in which case it requires voter approval at the November 2020 general election.
