Establishes 12 penalty points on a driver's license for causing serious bodily injury to a vulnerable road user, under the Colorado point system schedule.

Creates new Class 1 traffic misdemeanor offense for drivers who violate traffic laws and cause serious bodily injury to vulnerable road users (pedestrians, cyclists, workers on roadways, emergency responders, peace officers, and users of skateboards, scooters, mopeds, wheelchairs, and similar devices).

Imposes mandatory license suspension, restitution orders, and optional penalties including driver improvement courses and up to 320 hours of public service as determined by the court.

Defines "vulnerable road user" to include pedestrians, road workers, cyclists, motorcyclists, farm equipment operators, and persons using mobility devices on public rights-of-way and roadway shoulders.

Appropriates $1,575 to the Division of Motor Vehicles for fiscal year 2019-20 from the licensing services cash fund for DRIVES system maintenance and support.
