Expands agricultural chemical management program from groundwater protection to include all state waters (surface and groundwater) throughout statute.

Removes definition of "groundwater" from statute section 25-8-205.5, allowing broader application of water quality protections.

Requires Colorado cooperative extension service to be explicitly referenced as "established pursuant to Part 7 of Article 31 of Title 23" in agricultural management plan and best management practices definitions.

Appropriates $239,592 to the department of agriculture for fiscal year 2019-20, including $238,592 for conservation services division (0.6 FTE) and $1,000 for vehicle leases, with $21,875 reappropriated to department of public health and environment.

Takes effect August 2, 2019, subject to referendum petition process; if petitioned, requires voter approval at November 2020 general election.
