SB19-187: Commissions on Judicial Performance

• Expands judicial performance evaluation system to include justices alongside judges and removes separate treatment of senior judges from statutes.

• Changes survey distribution to primarily electronic means and requires the state commission to locate electronic mail addresses for court participants including attorneys, jurors, litigants, law enforcement, and crime victims.

• Replaces specific threshold descriptions with creation of a "standards matrix or scorecard" for performance evaluation criteria and public availability of results.

• Modifies commission vacancy appointment procedures so the state commission fills vacancies if the original appointing authority fails to appoint within 45 days, changing authority from the governor.

• Repeals section 13-5.5-111, eliminating the separate every-third-year performance evaluation process for senior judges with narrative assessments.
