Creates the Front Range Waste Diversion Enterprise, a government-owned business exempt from Colorado's spending limit (TABOR), to administer a fee-based waste diversion grant program in 12 Front Range counties and Denver/Broomfield.

Imposes a user fee on waste disposed at landfills in the Front Range, starting at 15 cents per cubic yard in 2020 and increasing to 60 cents by 2023, with annual adjustments thereafter for inflation.

Establishes waste diversion goals of 32% by 2021, 39% by 2026, and 51% by 2036, with grants awarded to eligible entities including municipalities, nonprofits, for-profit businesses, and educational institutions for recycling and waste reduction projects.

Creates a 13-member board of directors appointed by the Department executive director, with representation from state agencies, Front Range municipalities and counties, and waste industry stakeholders.

Repeals the enterprise and fee structure effective September 1, 2029, with remaining fund balances transferred to the general fund; also directs littering fine increases to contribute to the waste diversion fund through 2029.
