SB 19-200 Summary

• Adds an exception to Colorado's alcohol beverage removal prohibition, allowing adult patrons at the National Western Center to carry purchased drinks throughout the facility when specifically authorized by a Denver ordinance.

• Permits consumption of malt, vinous, or spirituous liquors in unlicensed areas of the National Western Center if the beverages were purchased from a licensed vendor at that location.

• Explicitly prohibits patrons from removing alcohol beverages from the National Western Center premises or bringing beverages purchased outside the facility into it.

• Amends statutes governing the Colorado State Fair to clarify existing consumption area rules while establishing parallel provisions for the National Western Center.

• Takes effect 90 days after final adjournment of the general assembly (August 2, 2019) unless a referendum petition is filed, in which case approval by voters at the November 2020 general election is required.
