Secretary of State shall establish procedures enabling voters with disabilities to independently and privately mark ballots or use electronic voting devices with paper records through nonvisual access, low-vision access, or assistive technology in mail ballot elections.

Voters with disabilities may request ballots and materials be sent by electronic transmission, choosing either email delivery or other electronic means offered by their jurisdiction.

Election officials must transmit ballots to voters with disabilities within seventy-two hours if the ballot application arrives after the jurisdiction begins distributing ballots to voters.

Voters with disabilities receiving electronically transmitted ballots must print the ballot and return it to the election official before the close of polls on election day.

$50,000 appropriated to the Department of State information technology division for the 2019-20 fiscal year to implement the act.
