Creates a new United States Woman Veteran license plate for honorably discharged or retired women veterans of the United States Armed Forces.

Plate applicants must submit a DD214 form or other sufficient evidence demonstrating they are a woman with honorable discharge or retirement status from the U.S. Armed Forces.

Department of Revenue shall begin issuing the license plate on January 1, 2020, or when the department is able to begin issuing it, whichever is earlier.

Appropriates $14,771 for the 2019-20 fiscal year: $10,946 from the license plate cash fund for ordering and $3,825 from the Colorado DRIVES vehicle services account for maintenance and support.

Act takes effect 90 days after final adjournment of the general assembly unless a referendum petition is filed, in which case approval by voters in the November 2020 general election is required.
