Repeals the standing efficiency and accountability committee created within the Colorado Department of Transportation, effective July 1, 2019, implementing a recommendation from the 2018 sunset report by the Department of Regulatory Agencies.

Removes the statutory requirement in section 43-1-106 that the Transportation Commission reestablish the committee that was initially created in 2009 and disbanded in 2013.

Eliminates the committee's mandate to review department efficiency, accountability, and compliance with federal and state legal requirements, and to report findings to the legislature regarding the department's response to the August 2015 FASTER Motor Vehicle Fees audit.

Takes effect July 1, 2019, with the General Assembly declaring the act necessary for immediate preservation of public peace, health, and safety.
