Repeals existing state law that prohibited counties and municipalities from enacting ordinances or resolutions controlling rent on private residential property or housing units

Authorizes local governments to enact and enforce ordinances, resolutions, agreements, deed restrictions, or other measures to stabilize rent on private residential property

Establishes legislative findings that Colorado's affordable housing shortage has grown exponentially since 2000, creating economic hardship for rent-burdened renters across diverse communities including Denver, suburban cities, university towns, and ski communities

Adds "local government" definition to statute to mean a county, home rule county, or municipality

Takes effect September 1, 2019, unless subject to referendum petition, in which case it requires voter approval at the November 2020 general election
